Remind me never to go to Hartford. Obviously people in this community just don't care!!! As far as I'm concerned, anyone just driving by or looking and walking away should be charged as well.... Very sad... Look at the guy on the scooter just rides around the crowd, and all the people on the sidewalk just walking by,it's so sad!
